The Council of Europe’s Framework Convention on Artificial Intelligence marks the first legally binding international agreement on AI, aiming to govern its ethical development and deployment. Signed by the U.S., EU, UK, and others, it establishes shared regulatory standards focusing on principles such as human dignity, equality, privacy, transparency and accountability.

A recent article authored by Pillsbury counsel Scott Morton suggests that while the Convention offers a foundation for responsible AI governance, it currently functions more as an aspirational guide than a strict regulatory framework. Nonetheless, its success will depend on how effectively countries implement these principles into actionable regulations, making it essential for companies to navigate the evolving regulatory landscape.
