Rebecca Lee is an attorney in the firm's Litigation and Environmental sections and is located in the Los Angeles office. She focuses her practice on general commercial litigation and environmental matters.
Rebecca has a breadth of litigation experience in state and federal actions involving CERCLA, RCRA, TSCA, Clean Water Act, Proposition 65, toxic tort, common law property contamination and civil enforcement matters. Rebecca has assisted clients with regulatory compliance under Proposition 65, TSCA and other state and federal environmental regulations. She has also helped clients develop and implement environmental management systems and risk management processes.
Rebecca also has substantial experience assisting with internal corporate investigations and responding to civil enforcement actions and investigations initiated by state and federal agencies.
During law school, Rebecca taught as a writing fellow for first year law students and was a teaching advisor for Legal Research classes. Prior to joining Pillsbury, Rebecca was a law clerk in the Enforcement Division of the U.S. Securities and Exchange Commission.
Representative Experience
- Won dismissal of all claims on behalf of a concrete and construction company in a multimillion-dollar ERISA arbitration.
- Investigated and coordinated criminal referral to the U.S. Attorney’s Office on behalf of construction company defrauded by corrupt executives who engaged in self-dealing and cooperated with government investigations into the same.
- Successfully represented government contractor in debarment matter before the Environmental Protection Agency and negotiated administrative agreement enabling company to restore its eligibility and continue obtaining government contracts.

- Conducted internal investigation into potential provider violations of the Anti-Kickback Statute and Stark Law for one of the nation’s largest hospitals.
- Conducted internal investigation for major U.S. bank related to a 1035 exchange.
- Conducted internal investigation for plumbing product manufacturer related to products liability claims.
- Defended recycling company against civil and criminal state government investigations and enforcement.
- Represented major real estate developer in connection with former industrial complex undergoing “brownfields” redevelopment.
